In an article published by Coconuts Manila on August 5, 2016, it was disclosed that 2nd District Rep. Winston Castelo filed House Bill 1591 also known as the “Beige Uniform Paint Color on All Government Buildings Act of 2016” during a regular session of the 17th Congress.
