“It will never come again,” he said, talking about amending the 1987 constitution after his visit to the militiamen who were wounded in an ambush by communist rebels on Wednesday. “With a new constitution, I will insist, no party-list.”
The president explained that the party-lists “abused” the system wherein the rich are organizing groups of their own. “Representing what? Security guards? That’s a mockery of the law.”

His administration decided to amend the Constitution through a constituent assembly instead of a convention because the latter would be costly. Duterte seeks to ease public fears that lawmakers in the assembly would serve their own interests.
